Tata Motors Foundations’ Integrated Village Development Programme empowers 7,000 lives across tribal hamlets in Pune District

Mobilised government schemes to strengthen livelihoods and essential services in Panchale and Kushire gram panchayats

Pune : Strengthening its flagship Integrated Village Development Programme (IVDP) in Maharashtra, Tata Motors Foundation has positively impacted 7,000 lives across Panchale and Kushire gram panchayats in Pune district. The initiative marks the replication of the company’s proven convergence-led rural development model, first launched in the Palghar district, and aligned closely with central and state government schemes. In Pune district,  the programme has strengthened local governance, expanded access to essential services and catalysed sustainable and community-driven transformation at the grassroots.

The two gram panchayats, inhabited by tribal communities, face interlinked development challenges, including seasonal water stress, limited access to primary healthcare, and health risks from reliance on fuelwood for cooking. With an average annual income of approximately ₹35,000, the villages depend on rain-fed agriculture and have limited livelihood opportunities. Gaps in education, access to welfare schemes, digital connectivity and participatory governance further compound these vulnerabilities.

In partnership with Shashwat Trust Junnar and  BAIF, Tata Motors Foundation is addressing these structural challenges through a convergence-led rural development approach that emphasises on common property resources, advances forest rights, institutionalises governance systems and implements interventions across health, education, livelihoods and water to enable sustainable and community-driven transformation.

Commenting on the expansion, Vinod Kulkarni, CEO – Tata Motors Foundation, said, “The Integrated Village Development Programme is a sustainable, expandable and replicable model of rural development that has delivered transformative and measurable outcomes in Palghar district. Encouraged with the success, we have expanded the programme to directly benefit 7,000 lives in the tribal regions of Pune district. By strategically aligning social interventions with existing schemes, we are developing a community-owned, scalable framework for sustainable rural transformation in Maharashtra.”

While the IVDP is implemented in Panchale and Kushire gram panchayats, its impact extends beyond the core villages.  Through a hub-and-spoke approach, Tata Motors Foundation has ensured that adjoining villages too benefit through shared infrastructure, digital service centres, farmer collectives, and market access. As a result, the holistic rural development model is reaching nearly 20,000 lives across remote hamlets predominantly inhabited by tribal communities.

Launched in 2018, the Integrated Village Development Programme (IVDP) has evolved into a national model for rural development and community self-reliance, spanning nearly 200 villages across 103 gram panchayats in 5 states. In FY 2025-26, the programme positively impacted over 1,15,000 people and aligned with 50 government welfare schemes worth Rs 20 crore to strengthen grassroots governance and institutional capacity while ensuring access to public resources. While the government welfare architecture is extensive, IVDP bridges the last mile by strengthening local institutions, closing documentation gaps and building the governance capacity that allows villages to sustain progress independently.
